# 03, March 2014
DOI: 10.7463/0314.0700481
V.M. Yaroslavtsev
The paper considers interaction and mutual influence of two external mechanical energy sources used in cutting process with the outstripping plastic deformation (OPD). One of these sources provides preliminary deformation of material while another one removes a layer of material in the сhipping form. The paper presents an approximate physical model of the mechanism of preliminary hardening of material, which acts on technological efficiency of the cutting method with OPD. It presents the standard regularities of the method efficiency, which changes depending on the load rate of preliminary deformation of material and makes physical justification that the optimum values of such load are available when machining with OPD.

# 03, March 2014
DOI: 10.7463/0314.0702743
O.V. Malkov
The paper presents a developed in CATIA V5 R17 software geometric model, allowing to determine the angles of the tooth profile of thread milling cutter with helical flutes. The model research has been conducted for geometric and design parameters of thread milling cutter, made of cemented carbide and high speed steel. It is established that available rake and clearance angles, and inclination angle of helical flutes at the accepted values of pitch and diameter of the tool lead to obtaining the angles of the tooth profile other than 30 degrees, thus requiring the calculation of angles β1 and β2 in each case of design. In the general case we have an asymmetrical profile with respect to the axis passing through the top of the tooth. The influence of geometrical and design parameters of the model on the values calculated angles is established.

Feynman formulae for evolution semigroups
# 03, March 2014
DOI: 10.7463/0314.0701581
Ya.A. Butko
The paper describes an approach to solve initial and initial-boundary value problems for evolution equations. This approach is based on representation of solutions of such equations by limits of n-fold iterated integrals when n tends to infinity (such representations are called Feynman formulae). These formulae allow to calculate solutions of evolution equations directly, are suitable for approximation of transition probabilities of stochastic processes, can be used for computer modeling of classical, quantum and stochastic dynamics. In the present note Feynman formulae are constructed both for evolution semigroups, obtained by additive and multiplicative perturbations of generators of some original semigroups, and for the Cauchy-Dirichlet initial-boundary value problem for a differential equation of parabolic type. In particular, the paper presents Feynman formulae for the Cauchy and the Cauchy-Dirichlet problems for a second order parabolic equation with variable coefficients and for the Cauchy problem for Schrödinger equation.

Equipment operation safety and ecology of the ground complexes is one of the defining factors to choose a component of the rocket fuel. The Liquefied Natural Gas (LNG) having a number of advantages over the rocket kerosene has a specific storage feature that is a possibility of the rollover phenomenon to be arisen. Now the Russian Federation has no sufficient experimental LNG base to simulate different processes, including a rollover. Basic data for modeling are taken from various sources to reveal a doubtful reliability. To confirm data compliance, modeling results have been compared to the experimental data.

Refrigerating of high-boiling rocket fuel is needed to reduce its density and to create cold reserve for equalization of fuel heating during preparing and launching operations. Liquid nitrogen is cheap and ecologically clean product, which can be easily used as a source of cold in rocket fuel preparing systems. Refrigerating systems with liquid nitrogen injection, intermediate heat carrier and heat exchanger are used in temperature preparing of high-boiling rocket fuel components with relatively high freezing point. The operation principle of such system is based on liquid nitrogen injection into heat carrier and refrigerating a rocket fuel component with recuperative heat exchanger. The paper considers simulation techniques and results of such a system performance.

# 03, March 2014
DOI: 10.7463/0314.0699817
V.Ya. Kolyuchkin, K.M. Nguen
One of the most important and challenging tasks of constructing the effective recognition systems is to select a working dictionary containing the most informative features. The successful solution of this problem provides both a reduced dimensionality of the feature vector and an improved efficiency of the recognition system as a whole. The article concerns the problem of reducing the feature space in pattern recognition algorithms using the object contours and proposes a method for its solution based on the search of the most essential features. It follows from the experimental results that the proposed method enables to abridge substantially the dimension of features dictionary and improve the efficiency of pattern recognition algorithm using the object contours on the basis of Fourier-descriptors.

# 03, March 2014
DOI: 10.7463/0314.0699228
V.K. Hohlov, K.P. Likhoedenko
The article studies a neural network approach to obtain the statistical characteristics of the input vector signal and noise implementations at ill-conditioned matrices of correlation moments to solve the problems to select and reduce the vector dimensions of informative features at detection and recognition of signals and noise on the basis of regression methods. It considers a problem concerning the matrix condition of the correlation moment of informative signal features and a possibility to apply the neural networks in theoretical studies. Neural network algorithms are used to obtain the necessary statistical data for ill-conditioned matrices of correlation moments of informative features. It is shown that the weights obtained at training the neural network with no zero weights are the regression coefficients of the initial parameters of informative features input.

Yu.G. Nesterov
This article deals with the method to determine average residence time, average waiting time and utilization in nodes of multiclass closed queuing system with non-preemptive priorities and general distribution function of service time Mr|GIr|1||N. The method uses the embedded Markov’s chain-based design, which is linked to the regenerations points i.e. moments when the service time is over. The formula for unknown elements of transition matrix for this chain is proved. The solution for probability distribution of this chain is proved. The next step is to define the states probability of closed queuing system in a stationary mode on the basis of system of equations of global balance for such system. The formula to determine an average residence time, average waiting time and utilization of server facility is proved. Generally, the proposed method is very efficient.

DOI: 10.7463/0314.0700457
A.P. Karpenko, N.O. Shcherbakova, V.A. Bulanov
The paper proposes an AIS_PSO algorithm (Artificial Immune System_ Particle Swarm Optimization), which represents a modification of the hybrid algorithm based on the CLONALG immune algorithm and the algorithm of the particles of swarm (PSO). The modification is to replace the CLONALG algorithm with the same, but the modified algorithm. The AIS_PSO algorithm has been realized by MatLab software package. An efficiency of developed algorithm and software has been examined using Rosenbrock's, Himmelblau’s, and Rastrigin’s test functions. The AIS_PSO software allows a problem solution for the optimal control of vibration robot movement. The paper applies a known method to solve the problem of the optimal control of dynamic system based on reduction of this task to a task of nonlinear programming of high dimension. The study results have shown that a developed algorithm and software are high efficient.

# 03, March 2014
DOI: 10.7463/0314.0699195
D.V. Zakablukov
This paper studies the problem of reducing the gate complexity of the reversible circuits consisting of NOT and k-CNOT gates without using replacement tables. Generalization of k-CNOT gate is made for the case of zero value at some of the gate control inputs. For such generalized k-CNOT gates the equivalent replacements for the reversible gates compositions are considered. The proof of correctness for such replacements is provided by comparing result transformations of the gate compositions before and after replacement. Application of the equivalent replacements for reduction of the gate complexity of the abstract reversible circuit is shown.

# 03, March 2014
DOI: 10.7463/0314.0700516
V.V. Knyazkov
The task concerning the bend of the plates lying on the elastic basis, for a long time was of interest in engineering, mainly, in terms of calculation of base plates. Now similar researches are carried out to solve the problems of icebreaking capability of vessels. The paper spreads the mixed models of a method of final elements to solve the problems of plate bend on the elastic foundation (an ice cover). The task is solved by means of the mixed triangular element. The paper offers to take into the accounting a rigid support of a plate on the border. The obtained ratios considering an "increase in rigidity", allow us to reduce the number of the equations of allowing system by the number of elements on a plate contour. Using a round plate as an example the article shows a convergence of numerical solutions to analytical ones.

# 03, March 2014
DOI: 10.7463/0314.0699856
L.V. Tarasenko, M.V. Unchikova
The paper examines a possibility to apply the ÈP 678 and ÈP 817 martensitic-aging steels to manufacture the force-measuring resilient member in electronic strain-gauge balance. It proposes to use double aging, namely main and low-temperature one as a hardening heat treatment after hardening. Microstructure, X-ray microanalysis, X-ray diffraction, potentiodynamic researches have been conducted, and structure and properties of hard-ended samples after main and double aging have been compared. It is established, that double aging causes extra hardening of steels, but it has a different influence on corrosion resistance of steel, namely the corrosive properties of AP817 steel containing copper are improved due to formation of uniformly distributed cathode ε-Cu corpuscles; the corrosive properties of AP678 steel are deteriorated because of increased heterogeneity of structure.

The remaining 10% abandon university at a later stage of their course.
South Africa: SA to Get Twelve New Colleges
# 03, March 2014
Twelve new further education and training colleges will be built across South Africa because of increasing enrolments at universities and colleges, said President Jacob Zuma."Student enrolments at universities have increased by 12%, while further education and training college enrolments have increased by 90%," he said at the launch of a scholarship fund in Sandton.
JAPAN: Kyoto University Seeks Break from Tradition in Looking Outside for President
# 03, March 2014
Kyoto University is set to select a new president from outside its academic staff, doing away with a nearly century-old tradition of voting only for an in-house candidate, writes Tsuyoshi Sato for The Asahi Shimbun. The alma mater of several Nobel Prize winners is reportedly considering potential leaders from within Japan and within the university as well as from overseas, with an emphasis on management skills to improve the institution's international competitiveness.
SYRIA: Rebel Academics Set up University to Save Syria's 'Lost Generation'
# 03, March 2014
In many ways, Musab Al-Jamal makes for an unassuming rebel, writes Daisy Carrington for CNN. The former law professor from Damascus University has joined other academics to start offering lectures to students in liberated regions inside ravaged Syria and in neighbouring countries."The universities in Syria are basically like prisons for students," says Al-Jamal. "They capture or arrest anyone who opposes the regime. On the other hand, universities outside the country often don't accept Syrian students, or the students can't pay the fees or speak the local language."
Shrinking Enrollments in Poland
# 03, March 2014
After growing rapidly for two decades, higher education enrollments peaked in 2009, having risen fivefold to almost 2 million. This year, the numbers have tailed off and are set to fall farther, even though Poland’s university enrollment rate is the fourth highest among Organization for Economic Cooperation and Development nations. Many universities – from the state and the private sector alike – are under threat because in the years of plenty they failed to prepare for the coming downturn in student numbers.40 percent of Poland’s higher education institutions had no international students at all, the report notes. Universities that are unable to attract international students have been forced to draw more from the shrinking pool of domestic students to maintain enrollments. And this has led to complaints that today’s students are less prepared for higher study than their predecessors were. With institutions’ resources now concentrated on science, technology, engineering and mathematics subjects, he continues, social science and humanities faculties are particularly feeling the pinch. “Universities have said they will not continue to pump money into loss-making faculties, which should be made to pay their own way,” Stanley says. This has led to cutbacks, “certainly at postgraduate level.”
